What does the error "Could not load the plug-in 32b plug-in for the MIME type application/x-WebTerm" mean?

The following alert message indicates that either:
the WebTerm plug-in is not in the browser's plug in folder, or
your Web browser is not capable of handling plug-ins.
Note: You need either Netscape Navigator V4.0 or higher, or Microsoft Internet Explorer V4.0 or higher.
